Pope Gregory XIII, changed the calendar in 1582, among the things he did, was to make February 29th Leap Year Day.

"I have always felt that it was special being born on February 29. Now that I am 19 I don't believe I have ever missed having a big birthday celebration on that date. I am curious to know on what date other leap year babies celebrate on the 3 years when we don't have a birthday. My parents always used March 1st, saying it still wasn't my birthday on Feb 28. Then, when I married, my husband figured my birthday was the last day in February and called the 28th as my birthday so for many years I celebrated both days as my birthday. I hear from many friends when I have a ""real"" birthday. Dixie Lee Ruland "
