If the year is divisible by 100 then it is a Leap Year if it is also divisible by 400.

"I have known several other leap-ers. I always enjoyed the 'honor' of being a leap year 'baby'. When it was not a leap year, many ""felt sorry"" for me and we had 'unbirthday' partys. When it was a leap year, it was really special and we had an even bigger event. I have always celebrated whenever it was convenient, not necessarily on Feb 28th or Mar 1."
