Pope Gregory XIII, changed the calendar in 1582, among the things he did, was to make February 29th Leap Year Day.

I was born in a Catholic hospital and my mother always told me that the nuns told her that because I was born after noon on February 29th that I should celebrate my birthday on March 1st. Of course, my family quickly learned that they had better wish me a Happy Birthday on the 28th if it wasn't a Leap Year, because March isn't even my birth month. At this point in my life, I have nothing written that says the time of my birth, and neither my Dad or Aunt remember the time, so I could have been lied to all these years!!!
